The Transportation Research Board’s (TRB) second Strategic Highway Research Program (SHRP 2) Capacity program is developing resources to help transportation and resource agencies work in collaboration to develop and deliver “right-sized” highway projects faster. TRB will be hosting a webinar on Thursday, February 11, from 1:00 p.m.–3:00 p.m. EST to introduce practitioners to several recently completed products and invite transportation agencies to conduct pilot tests of these products. By some estimates, transportation agencies will face demand for an additional 173,000 Interstate lane-miles by mid century. Delivering that added capacity will require timely decisions that balance economic, environmental, and community needs.
Hugh Louch, a Senior Associate of Cambridge Systematics, Inc., will demonstrate the Performance Measurement Framework – a web resource designed to help in the selection of performance measures to support the evaluation of major highway capacity projects. TRB has published a report (http://onlinepubs.trb.org/onlinepubs/shrp2/shrp2_S2-C02-RR.pdf) that documents the project’s research and findings and is the basis for the web resource. The Performance Measurement Framework was developed to support Transportation for Communities – Advancing Projects through Partnerships (TCAPP, formerly the Collaborative Decision-Making Framework).
A request for proposals to conduct pilot tests of SHRP 2 Capacity projects will be released in March. This webinar will explore the web tool and help potential proposers decide if they want to propose to conduct pilot tests. The web tool includes successful practices for reaching collaborative decisions, case studies, a performance-measurement framework, and a case-based economic impact assessment feature. The pilot tests also will include application of these tools to community visioning and coping with greenhouse gas emissions. Future releases will include other SHRP 2 research results such as an ecological approach to impact mitigation and how to better integrate freight into decision making.
