The report examines public concerns related to long-term concessions, reviews information that has been provided to decision-makers for recent concession deals, and highlights potential strategies to protect the public interest.
This report was prepared for the Washington State legislature to help set state policy on if, where, when, and how to toll. The result of the year-long effort was a set of eight policy recommendations, presented in the final report. ![]()

This study evaluated the finances and transportation performance of a potential system of toll lanes in the Minneapolis-St. Paul region of Minnesota. The study found that such a system of toll lanes would be unlikely to be 100 percent financed with toll revenue, but that the transportation system benefits warranted further consideration as the transportation network in the Twin Cities developed. ![]()
