Prototype Software for an Environmental Information Management and Decision Support System

The results of National Cooperative Highway Research Program (NCHRP) Project 25-23(2) is a final report and user's guide for a prototype environmental information management software (EIMS) developed to help support environmental management for transportation and planning agencies. This software is designed to support agencies in environmental decision-making throughout the transportation process, from long-range planning through project development, construction, operations, and maintenance. The EIMS is intended to serve as one component of an agency's broader environmental management system (EMS).

The Traffic Congestion and Reliability: Linking Solutions to Problems report provides a snapshot of congestion in the United States by summarizing recent trends in congestion, highlighting the role of unreliable travel times in the effects of congestion, and describing efforts to curb congestion. In particular, the report develops a framework for understanding the various sources of congestion, the ways to address congestion by targeting these sources, and performance measures for monitoring trends in congestion. more
